Background

Google previously announced that all Android apps, even those installed outside the Play Store, must come from verified developers. Enforcement begins in September 2026 in Brazil, Indonesia, Singapore and Thailand.

What's new?

Google is adding an "advanced flow" setting that lets device owners turn off that verification. The steps:

  1. Turn on developer mode.
  2. A check that no one is coaching you (for example, a scammer on the phone).
  3. Restart and sign in again.
  4. Wait one day.
  5. Confirm with biometrics or a PIN.

After that, you can allow unverified installs for seven days or indefinitely.

For students

Google is offering free limited-distribution accounts so students and hobbyists can share apps with up to 20 people, with no government ID or registration fee.

Why?

Google cites the Global Anti-Scam Alliance: 57% of adults experienced a scam in 2025.
