# I-2SEA connects an AI corridor: why submarine cables matter beyond compute

> July 2 and 3 announcements outline a link between India, Malaysia and Singapore. A July 4 report separates the infrastructure plan from an operating service.

Lightstorm announced contracts to launch the I-2SEA cable build with Microsoft, Singtel and Tata Communications on July 2, 2026. NEC announced its system supply contract on July 3. The project links India, Malaysia and Singapore.

NEC describes an approximately 3,600-kilometre system planned to begin operating in 2029. This July 4 report examines those announced steps; the cable has not been presented as an operating service today.

## Connectivity is part of AI infrastructure

NEC identifies data-centre and interconnection regions along the planned corridor. Lightstorm places the project within its strategy for connecting AI regions and cloud infrastructure.

That highlights a part of digital infrastructure that can disappear from discussions focused on model capability. Counting chips does not provide the complete picture. A team receiving data in one location and delivering a result elsewhere also needs connectivity suited to its workload.

The cable announcement can therefore be read as an investment in the relationship between locations, alongside computing within each location. It raises practical questions about where data resides, where an application runs and what route connects the two.

## Capacity and latency measure different things

Cloudflare defines latency as the time data takes to travel between points. Bandwidth describes potential carrying capacity, while throughput concerns the amount actually transferred over a period.

Moving a large file and holding an interactive conversation illustrate different needs. For the first, completion time matters; for the second, waiting for each response matters. The word “speed” alone is not enough to compare the experience.

For a developer, identifying the workload helps determine what to measure: completion of a transfer, or response to frequent small requests? A useful test starts with an application need and chooses a measure that answers it.

## Routes and continuity

The International Cable Protection Committee explains that submarine systems include redundancy and undergo performance monitoring. Continuity deserves attention alongside carrying capacity when assessing a new project.

Readers in Iraq should also distinguish the announced route from their own service. This project identifies India, Malaysia and Singapore. Assessing an effect on another connection would require information about the actual route and measurements of that service.

The current milestone documents contracts and an implementation plan. Operational results, and comparisons between performance and expectations, require following the project through to service. Keeping those stages separate makes the investment understandable without treating a planned schedule as an outcome already achieved.
